Lovely 38++ Fireplace Open Or Closed Flue

Lovely 38++ Fireplace Open Or Closed Flue. If you close it with a fire burning, your house will fill with smoke. The fire place has a hatch at the top to open/close the chimney, which the fitters have connected to a wire to force it to be fully open constantly. I never used one before so i was wondering if the flue for the chimney is supposed to be open or closed when the fire is lit?
